The institutional framework of the GCAL is defined by the Presidential Decree N0. 2015/292 of June 29, 2015 which instituted it. This decree has established the supervisory, guidance, and enforcement bodies of the GCAL. The General Census of Agriculture and Livestock is under the joint technical supervision of the Ministry of Agriculture and Rural Development and the Ministry of Livestock, Fisheries and Animal Industries.

A joint order N0. 002 / MINADER-MINEPIA signed on May 27, 2016 specifies the organization and functioning of the National Coordination of the GCAL.

The coordination, control and execution of GCAL operations are carried out by the following five (5) bodies:

  • The National Technical Committee of the GCAL (NTC-GCAL);
  • The National Coordination of the GCAL (NC-GCAL);
  • The Regional Supervisory Commissions of the GCAL (RSC- GCAL);
  • The Divisional Supervisory Commissions of the GCAL (DSC-GCAL);
  • The Sub divisional supervisory Commissions of the GCAL (SDC-GCAL).
  • The National Technical Committee of the GCAL (NTC- GCAL)

It is the steering body of the GCAL. To this end, it supervises, directs and formulates technical opinions on the conduct of GCAL operations.

Co-chaired by the Minister in charge of Agriculture and the Minister in charge of Livestock, the NTC-GCAL is made up of the representatives of the different administrations involved in this census such as: PR, PM, MINADER, MINEPIA, MINEPAT, MINEFI, MINDCAF, INS, BUCREP, INC, MINRESI / IRAD.

  • The National Coordination of GCAL (NC-GCAL)

The National Coordination of the GCAL is the project manager for all GCAL operations throughout the country. Placed under the authority of a National Coordinator, responsible for agricultural surveys and statistics at the Ministry of Agriculture and Rural Development and, assisted by a Deputy National Coordinator in charge of Surveys and Statistics at the Ministry of Livestock, Fisheries and Animal Industries, the National Coordination is structured as follows:

At the central level:

- 4 Specialized Operational Units;

- 6 Support Services.

At the decentralized level:

- 10 Regional Coordinations

- 58 Divisional Coordinations;

- 360 Sub divisional Coordinations.

 

  • The Regional Supervisory Commissions of the GCAL (RSC- GCAL

The ten (10) Regional Commissions, are responsible for overseeing GCAL operations in the regions. They are chaired by the governors of the regions. The members of the Regional Commissions are composed of the Divisional Officers of the concerned divisions and the regional managers of the following administrations: MINADER, MINEPIA, MINEPAT, MINDCAF, MINFOF, MINCOM, MINPROFF, MINRESI, INS, CAPEF, FMO, as well as representatives of the civil society.

  • The Divisional Supervisory Commissions of the GCAL (DSC-GCAL)

The fifty-eight (58) Divisional Commissions are responsible for overseeing GCAL operations in the divisions. They are chaired by the Divisional Officers, and made up of Sub-Divisional Officers and divisional heads of CTD, MINADER, MINEPIA, MINEPAT, MINDCAF, MINPROFF, National Gendarmerie.

  • The Sub divisional supervisory Commissions of the GCAL (SDC-GCAL).

At the sub divisional level, the supervision of the operations of the GCAL is ensured by the three hundred and sixty (360) sub divisional Commissions. They are chaired by the Sub-Divisional Officers and are made up of local representatives of the CTD, MINADER, MINEPIA and the National Gendarmerie.

The National Technical Committee as well as the regional, divisional and sub divisional commissions meet twice a year in ordinary session.
